CITY OF FERRIS, TEXAS NOTICE OF PUBLIC HEARING REGARDING THE CREATION OF A PUBLIC IMPROVEMENT DISTRICT
Notice is hereby given that the City Council of the City of Ferris, Texas will conduct a public hearing on September 16, 2019, during the regular City Council Meeting beginning at 6:00 p.m. at the Ferris Council Chambers, 215 W. Sixth Street, Ferris, Texas 75125 to accept public comments and discuss the petition by SCR DEVELOPMENT, LTD. to the City of Ferris, Texas for the establishment of a Public Improvement District as follows:
1. General Nature of Improvements - public improvements necessary to develop approximately 71.568 acres within the Property and necessary from time to time for the phased development of the Property for residential and commercial uses, which public improvements may include, but are not limited to, the following: (a) acquisition, construction and improvements consisting of(l) landscaping; (2) erection of fountains, distinctive lighting, and signs; (3) acquiring, constructing, improving, widening, narrowing, closing, or rerouting of sidewalks, or of streets, any other roadways, or their rights-of-way, including related landscaping, lighting, traffic control devices, screening walls and retaining walls; (4) construction or improvement of pedestrian malls; (5) acquisition and installation of pieces of art; (6) acquisition, construction, or improvement of off-street parking facilities; (7) acquisition, construction, or improvement of water, wastewater, or drainage facilities or improvements; (8) the establishment or improvement of parks; (9) projects similar to those listed in (1)-(8); (10) acquisition, by purchase or otherwise, of real property or contract rights in connection with an authorized improvement; (11) special supplemental services for improvement and promotion of the district, including services relating to advertising, promotion, health and sanitation, water and wastewater, roadways, public safety, security, business recruitment, development, recreation, and cultural enhancement (collectively, the “Authorized Improvements”); and (b) the payment of expenses incurred in the establishment, administration and operation of the District, if necessary.
2. Estimated Costs of Improvements and Apportionment of Costs - The costs for the Authorized Public Improvements are estimated to be $1,000,000.00.
3. General Location of the Public Improvement District - The District is proposed to include approximately 71.568 acres of land a tract of land located in the MASON PHELPS SURVEY, ABSTRACT NO. 824, City of Ferris, Ellis County, Texas, and being part of that tract of land described as Tract 13, 19 and 23 in Deed to So. Creek Ranch I, LTD., ffk/a Whitefish I, LTD., as recorded in Volume 1891, Page 1336, Deed Records, Ellis County, Texas, also being part of that tract of land conveyed in deed to So. Creek Ranch I, LTD., as recorded in Instrument Number 1702597, Official Public Records, Ellis County, Texas as more particularly described by a metes and bounds description available at the City Secretary’s office in City Hall located at 100 Town Plaza, Ferris, Texas 75125 and available for public inspection during regular business hours.
4. Proposed Method of Assessment - The assessment methodology will result in each parcel paying its fair share of the costs of the Authorized Public Improvements provided with the assessments based on the special benefits received by the Property from the Authorized Public Improvements and Property equally situated paying equal shares of the costs of the Authorized Public Improvements.
