SEALED PROPOSALS on forms prepared by Halff Associates will be received by the CITY OF WILMER at the PURCHASING DEPARTMENT, 128 N DALLAS AVE, WILMER, TX 75172 until 2:00 o’clock P.M. (local time) on THURSDAY, FEBRUARY 16, 2023, for the WILMER IH-45 GREEN RIBBON PROJECT in accordance with drawings, specifications and other Contract Documents prepared by HALFF ASSOCIATES INC.
No Bids will be accepted after 2:00 PM on THURSDAY, FEBRUARY 16, 2023.
The major work for this project shall consist of the following:
Landscape and irrigation enhancements along IH 45.
Proposals will be publicly opened at 2:00 P.M. on, at the 128 N DALLAS AVE, WILMER, TX 75172.
A virtual link will be provided to all bidders for those who cannot attend in person but would like to attend the bid opening.
Complete Contract Documents as needed for bidding on the project may be obtained by contacting Justin Marston, PLA, at jmarston@halff.com. Federal Aid requirements apply to this project.
Proposal Guaranty consisting of either a cashier’s check or a Bid Bond on the form included or similar form of surety Company (FACSIMILES WILL NOT BE CONSIDERED RESPONSIVE) made payable to the CITY OF WILMER and in the amount equal to at least five percent (5%) of the total amount of the proposal, must accompany each bid as a guaranty that if the proposal is accepted, the bidder will execute the Contract and furnish the required Bonds within the time provided in the “INSTRUCTIONS TO BIDDERS”.
Minimum rates of pay to all laborers and mechanics on the project must not be less than as provided in the Wage Rate Schedule and wage provisions must particularly comply with all other applicable wage laws of the State of Texas.
The Owner reserves the right to award the Contract at any time within sixty (60) days after date of receiving bids, or to reject any or all bids and waive any or all informalities.
Bidders MAY attend a virtual pre-bid meeting with the Landscape Architect at 10:00 A.M. (local time) on FRIDAY, FEBRUARY 3, 2023, for the WILMER IH-45 GREEN RIBBON PROJECT.

Final questions regarding the bid must be formally submitted to jmarston@halff.com by 4:00 P.M. on TUESDAY, FEBRUARY 7, 2023.
