The purpose of the meeting is to present the proposed widening improvements for FM 664 from I-35E in Red Oak to I-45 south of Ferris, in Ellis County, Texas. The hearing will be an open house format from 6 p.m. to 7 p.m. with formal presentation starting at 7 p.m. Comments must be received on or before Friday, July 12, 2019, to be a part of the official meeting record.

 

DESCRIPTION

The proposed FM 664 project improvements would consist of reconstructing and widening the existing FM 664 from a two/four-lane undivided rural roadway to a six-lane rural, curb and gutter divided facility with a raised median. A 2.5-mile bypass south of the City of Ferris would be constructed (zero to six lane urban roadway) on new location to connect to a new interchange at I-45. Major interchanges are proposed at I-35 on the western terminus and at I-45 on the eastern terminus. The existing FM 664 right-of-way width is approximately 100 feet. The FM 664 ROW would be widened to a varying width from 125 feet to 295 feet, the I-35E ROW would vary between 300 feet to 324 feet; and the I-45 ROW would vary between 350 feet to 462 feet. The project would be both within the existing ROW and within new ROW. The proposed project would require approximately 164 acres of additional ROW and 8 acres of permanent easements from adjacent properties. The proposed project would potentially displace 17 residential structures and 10 commercial properties. Waters of the U.S. (WOUS) and wetlands are located within the proposed project area and may be impacted by the proposed project. Impacts to WOUS and wetlands would be authorized under a United States Army Corps of Engineers (USACE) Section 404 Permit. Permanent impacts have been minimized to the greatest extent possible and all permanent fills would comply with conditions of Section 401 and 404 of the Clean Water Act. The proposed project would impact the FEMA designated 100-year floodway and the FEMA-designated 100-year floodplain. The hydraulic design for this project would be in accordance with current FHWA and TxDOT design policies.

MEMORANDUM OF UNDERSTANDING

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
