FM 664 UTILITY RELOCATION

NOTICE TO BIDDERS

 

Sealed bids will be received in the Purchasing Office of the City of Ovilla, 105 Cockrell Hill, Ovilla, Texas 75154 until 2:00 p.m., Tuesday, August 1, 2024, and then publicly opened and read for furnishing all plant, labor, material, machinery, equipment, and all necessary appurtenances and for performing all work required for the construction of the Project.

Major items include For Water Relocations: 11,113-LF 8-inch & 12-inch AWWA C-900 DR-18 water lines by open cut, 845 LF 8-inch & 12-inch AWWA C-900 DR-18 water lines with steel encasement by bore, 49 6-inch through 12-inch gate valves, and 13 fire hydrants.  

For Sanitary Sewer Relocations: 4,800 LF 3-inch through 8-inch SDR 26 (ASTM 2241) PVC sanitary sewer lines by open cut, 405 LF 3-inch through 8-inch SDR 26 (ASTM 2241) PVC sanitary sewer with steel encasement by bore, 8 4-ft diameter manholes, and including all proposed water and sanitary sewer line connections.

Proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price, payable without recourse to the City of Ovilla, or a bid bond in the same amount from an approved surety company holding a permit from the State of Texas to act as surety, as a guarantee that the bidder will enter into a contract and execute performance bond and payment bond within ten (10) days after being notified of award of contract.  

The Owner intends to provide a notice of award of contract within sixty (60) days following the bid opening.  Bids without required check or bid bond will be rejected.

Bids shall be marked “SEALED BID – “FM 664 UTILITY RELOCATION” on the outside of the envelope.

The successful bidder must furnish performance bond upon the form provided in the amount of 100% of the contract price; a material and labor payment bond upon the form provided in the amount of 100% of the contract price; and a maintenance bond in the amount of 50% of the contract amount for a period of two (2) years from an approved surety company holding a permit from the State of Texas to act as surety or other sureties acceptable to the City of Ovilla.

Should the bidder fail to produce evidence satisfactory to the City of Ovilla on any of the foregoing points, the bidder may be disqualified, and the work awarded to the next responsible bidder so qualifying.

All Addenda will be distributed through Civcast. No guarantee of receipt of addenda or clarifications will be made for third-party downloads.

The City of Ovilla reserves the right to reject any or all bids and to waive any informality in the bids received.  In case of ambiguity or lack of clearness in stating prices in the bids, the City reserves the right to consider the most advantageous construction thereof, or to reject the bid.  Unreasonable or unbalanced unit prices will be considered sufficient cause of rejection of bids.
